I finally know what these stupid things are at the end of the 520 bridge. They are sculptures from Nellie Cornish, which are atop cement supports that were never used as intended. Apparently these also can function as water fountains. Now I just need to find out why the water on one side of the bridge is choppy and the other is completely calm.
